TPL is structured as a not-for-profit company limited by guarantee.  The guarantee required from members is the nominal amount of £1.
 
The company is controlled by its voting members. Members' representatives, inter alia, appoint its managing Board and must approve in general meeting any changes to its constitution.
 
On a day to day basis, TPL is managed by its full time Operations Director.   The Operations Director is responsible to the Board of Directors drawn largely from senior executives of member institutions.   The Board meets regularly and is assisted by subcommittees tasked with specific responsibilities and by a professional part-time Company Secretary.   If voting members wish to raise any issues of concern at Board meetings, they are invited to contact any Board member, the Operations Director, or the Secretary. 
 
Copies of the Company's Memorandum & Articles of Association and its Members' Agreement are available for review or download in the members section of the website (restricted) under "Constitution".  That section also contains the terms of reference for the principal officers of the company and its main subcommittees.

Having established itself with National, regional and local suppliers alike, TPL is recognised as a well managed, professional procurement organisation that operates on a self-funded basis.

TPL is a nominated purchasing agent for the Crescent Purchasing Consortium (CPC) and has a number of colleges of further education committed to TPL framework agreements.

The established relationships with university purchasing consortia and CPC coupled with the long term association with catering suppliers, places TPL as one of the strongest procurement organisations in the education sector.
